How to Submit a Step-1 Proposal (.PDF)



A Step-1 proposal is required and must be submitted electronically by an Authorized Organizational Representative (AOR).

No budget is required.

Only proposers who submit a Step-1 proposal are eligible to submit a Step-2 proposal.

A Step-1 proposal must cover the following topics:

  • The goals and/or objectives to be addressed
  • The approach and methodology to be used to address the goals and/or objectives
  • The reasons why the work proposed is within the scope of the Program Element and why this Program Element is the most appropriate for the work proposed.
